Historical Background
In Roman society, the Consul was the highest ranking senior official in the government. They were the head of state in Roman Republic. There was originally only 1 Consul, but by the late Republic, there were 2 Consuls. They were elected by the Comitia Centuriata (the Assembly of the People), a body where the wealthiest Romans made up the majority. They served for only 1 year to prevent corruption. When 2 Consuls existed, they both could only rule when in agreement as each Consul had veto power over the other. Consuls acted as chairmen of the Senate. They also commanded the Roman army, with each Consul having 2 Legions. They could also exercise the highest executive power in Rome, with only the veto power of the other Consul, a Tribune, or laws passed by the Senate or Comitia Centuriata limiting them. The office existed throughout the Roman Empire, but had significantly reduced powers. Consuls had 12 bodyguards and wore purple-lined tunics.
