Historical Background

In Roman society, the Proconsul was a government official in charge of a province of Rome. They were former Consuls, but had all the powers of a Consul. The office acted as a continuation of the office of Consul and was invented as a war measure, to allow there to be more than 2 Consuls to manage the war. Proconsuls typically served 12 months.
