• Talk to Garnev in the Tenshodo in Lower Jeuno.
• Trade Garnev a Gold Orcmask to complete the quest and receive the clock tower oil.

Gold Orcmasks drop from Orcish Trooper in Davoi, Monastic Cavern, Castle Zvahl Baileys & Castle Zvahl Keep as well as off of the Orcish Overlord in Monastic Cavern.
