Translation

風鎮切 （ふうちんぎり） - "scroll-weight cutter". 風鎮 - fuuchin (scroll-weight), 切 - kiri/giri (slice, sever, cut). Fuuchin refers to the weighted wood or ceramic tassels attached to the bottom of Japanese hanging-wall scrolls (掛軸/kakejiku) in order to prevent the scroll from swaying in the wind.
