Translation

Huton means "releasing wind." Kawahori-Ogi means "folding bat fan." A kawahori is a large paper folding fan invented over a millenium ago, and was named "bat" because it resembles a bat's wing. An ogi (or sensu) is a folding fan, so its use in the tool's name is redundant.
