• Talk to Ronan to activate the quest.
• (optional) Talk to Mine Konte (D-7) and then with Panana.
• Trade 3 Shell Bugs to Ronan.
• Give him his "time" by zoning out of Port Bastok and back in. Talk to him again for your reward.
