Historical Background

In Norse mythology, Skírnir is Freyr's messenger and vassal. His name means "the shining one". He was sent as a messenger to Jötunheimr to conduct Freyr's wooing of Gerðr on condition of being given Freyr's sword as a reward. He was also sent to the dwarfs to order them to make the chain Gleipnir for binding the wolf Fenrisulfr.

There is no indication he had a wand but because his name means "the shining one" it could explain the light bonuses as well as the divine magic skill. Also as a messenger for a god it may also explain the boosts in charisma, mind and intelligence.
