Exact statistics are unknown, but it appears to be stronger than the accelerators. It does have a passive effect, with no maneuvers active, and appears to reduce accuracy by the same amount it increases evasion. It is still untested for 1-3 dark maneuvers though. It is unknown whether these assumptions still hold true when maneuvers are used.
