All level 99 equipment is Item Level 117. However, the armor can be typically be surpassed by Item Level 115 Skirmish armor that has been augmented with Verdigris Stones +1 or Verdigris Stones +2. Additionally, the Item Level 109 Reforged Armor often surpasses the armor available from Records of Eminence.

The weapons, on the other hand, easily outclass bayld and Item Level 113 Delve weapons, as well as most Wildskeeper Reive weapons.
