The conditions of getting this or anything else seem to be entirely random... You can get this from not waiting at all, likewise you can get angelwings for not waiting at all... Sucks, cuz I'd love to hang one of these alongside my flag of nation and painting of the horutoto towers from the New Years Event. --Saikouoffenrir 03:22, 14 May 2008 (UTC).

Speculation

It is rumored having this placed in your Moghouse during the Adventurer Appreciation "Events". That this item has a "hidden effect" that increases your chance to receive Rare/EX items from the Moogle. Instead of useless stuff such as Choco tickets/Angelwings/etc. Take it like a grain of salt. But I, along with a friend have received all the items for 2009 (without waiting any days with the Moogle); with this put inside our Moghouse temporarily (for the event).
