Still Broken, or Fixed?

Are these still broken, or have they been fixed? Several months ago, I read several reports from people who were quite disappointed that they'd upgraded to get Bar Spell potency +0 instead of +22, but these may well have been fixed, since. --Alephnot 02:14, 29 January 2008 (UTC)
