While searching for a good spot to solo my BST, I came often to Qufim island to check the con of the clippers, so that I may put them to use. However, even at level 27, they STILL con as Tough to me. Since every source I can find puts them at 25-29, I checked every Clipper I could find, from the entrance, to the lake, and to the northeast part of the map. There was no variance. Every single one I found con'd T. There were no exp parties in the areas that I checked. This would put them at a minimum of level 28. Taomage 7:02 AM EST, March 12th 2009
