I wasn't able to find anywhere in Bastok Markets where Copper Frogs bit. I did hook them consistently at F-7 in Bastok Mines though.

fly lure to shell bug

I changed the main page from fly lure as the recommended bait to shell bug. After 12 or so casts of catching nothing using fly lure, I switched to using shell bugs and got a copper frog nearly every single bite.
