This isn't just for East Ronfaure (S); it's for any garrison that Sandy controls. I did it for Batallia Downs (S). Gate Keeper is around (F-9) and R.K. is at (J-7). I didn't get the lost supplies, so I didn't go in search of the ???. It's the same reward (150 experience points, 600 Allied Notes). Also, when you complete the quest by talking to the R.K., the "Resources" on /cmap for that area will increase by 1.
