Saw this guy running at flee speed in Pashhow Marshlands (S).

Not sure what it is, but he did an AOE knock-back attack when we were fighting him in Rolanberry Fields (S). I was a LV50 Dark Knight and it destroyedme. Did a little over 1.1k damage. I was just in casting range as well. So beware if he shows up.
