I'm currently Allied Ribbon of Bravery (3rd Ribbon rank) in Windurst, but this mission (as well as any other mission related to Intel Gathering) is not proposed to me. Could it be possible there is a requirement for this ? --Ygorrr 17:05, 2 January 2008 (UTC)

On Unicorn, San d'Oria had has the same problem. Since the launch of WotG, we haven't had any intel gathering ops. I'm up to Iron Emblem (rank 10) and check weekly with no change. Even on the weeks were our primary objective was voted to reconnaissance, we didn't get access to the intel gathering ops. --Almacien 18:05, 8 January 2008 (UTC)

If the none territories around your nation are under beastmen control, you won't get this Op. As the quest states, you need to gather intel from a Yagudo controlled area, so if they don't control any, you won't be able to do the quest. I'm on Unicorn as well and used to be with San d'Oria, since so San d'Oria usually doesn't lose many areas to orcs, it's common to see there's no option for Hawk Eye.
