Hojo: Ni lowers a mobs attack speed by 18%. Although typically less than a capped Slow spell's affect, it is much less likely to be resisted, and aids in creating enmity for the Ninja, most usefully for tanking.

Drop from Tonberry Cutter

Just confirmed that Hojo: Ni can also drop from Tonberry cutters in the Temple of Uggalepih.
