Does the Add Effect proc every hit like Boreas Cesti? Chernabog 06:39, 23 November 2006 (EST)

From what I've ready, I think it should give a 1% chance to proc Triple Attack or add 1% to the normal proc rate if you already have the trait. I'm pretty sure that Triple Dagger works the same way. --Althena 15:49, 28 November 2006 (EST)
