Added the verification tag because for the life of me, I could not learn this spell at Lv28. My Blue magic skill was capped and everything. I went through at least 200 (no exaggeration) triplet bats in multiple zones and did not learn. I'm lvl 28 and I'm over 0/60 on Jet Stream so I'm leaning towards lvl 29
