I would bank on it. Most items with multiple effects after a condition have all those affects in effect at that time. I can't say for sure, since I don't have it, but I would say that even the fact that recycle definitely is, and that Ninja Tool Expertise is the NIN equivalent, would point to the effect also being under the Salvage part. -Anonymous
