Are we sure that Rock Racketeer can't be active? It's active for me, but I was able to finish this quest as well. FFXI-Nai 21:49, 16 February 2008 (UTC)

Having the same issue, my mule is a mercenary and has spoken to all the npcs in windurst for this quest, but when i try to complete it all the npc says is that "people are finally showing interest in the sentinels". Needless to say rock racketeer is active. Ironically i ended up accepting RR while talking to the people for Lure of the wildcat --Lokky 14:07, 14 February 2009 (UTC).
