Available to everyone now?
According to BG forums ([1] you can obtain one of these by talking to Fari-Wari after completing the whole serpent general quest line (including the new one with the flameserpent general) after waiting until the next day after finishing the quest. You can only get the item once, and if you win the battle, you can get a picture of everyone in the party posing with all the generals. --Sabishii 18:10, 10 December 2008 (UTC)

The BC Mercenary Camp page indicates that this items is only usable once. I think this should be indicated on the item page more than the BC page.
