latent in level-capped areas?

This is kind of a spotty latent bonus, unless it works at your capped level in level-capped areas. For example, if your BLM is lvl 75 but you enter Promyvion-Mea to become capped to 30, does the ring's latent effect kick in?

Effects take effect at the level your job is capped at. IE: If your in a lvl 40 capped area but your uncapped level is 43, you will be recieve the benefits of this ring. --Apelila 09:03, 12 April 2007 (EDT)
