My testing puts the recast time reduction of Pumps at 0.8% (4/512), not 1.5%. In testing Victory March effect, I noticed that Rostrum Pumps would reduce recast time by less or the same amount as Sha'ir Crackows (1% Haste, or -5/512). Specifically, at 485 skill the Crackows would reduce recast time of Chocobo Mazurka but Pumps would not, and at 486 skill both would. We now know that the March numbers are -55/512 at 485 skill and -56/512 at 486 skill; for that change to affect Mazurka recast with Pumps on, Pumps must be -4/512:
- (512-55-4)/512.0*60=53.09, truncate to 53
- (512-56-4)/512.0*60=52.97, truncate to 52

Whoops, I was forgetting that Fast Cast is applied separately from Haste. Figuring that in, Pumps work out to 5/512 (1%):
- (512-55)/512.0*60*(512-5)/512.0=53.03, truncate to 53
- (512-56)/512.0*60*(512-5)/512.0=52.92, truncate to 52
