issue with acceptance

ok a while back i first got this quest this is what my stats were rank 9 sandy on mission 2-5 cop but not completed

a friend of mine is trying to do this quest and the npc wont give them it. they are on cop 2-5 and rank 7 sandy. they have been inside rivern site A 01 farming scales before. anyone have any ideas why they cant get the quest? —The preceding unsigned comment was added by Generalramuh (talk • contribs).

I believe rank and fame are two seperate things and are not connected. I don't think it's the lower rank that's causing your friend to not get the quest. Your friend may have a lower Sandy fame than you. I don't know this for sure though. —The preceding unsigned comment was added by Kasi (talk • contribs).
