I was at Smithing skill 55.8, and I got +0.2 skill which capped me at 56 when I tried the following synth:

   Yield: Steel Ingot x 1 
   HQ 1: Tama-Hagane x 1 
   Fire Crystal
       * 1 x Bomb Ash
       * 4 x Iron Sand
       * 1 x Cluster Ash
