Level requirement testing

• After further testing, you must be level 10 to flag this quest now. Testing using a level 1 character with San d'Orian Fame 5, San d'Orian Rank 2. Leveled character up and attempted to activate the quest after every level up. Quest would not activate until character was level 10.
