Confirmation

Can someone please find confirmation on the Latent. My Bonecraft is Adept rank, and I have these gloves. When i wear them they seem to kick in on crafts above my current skill level. Infact the rate of fails drastically decresed wearing these gloves and the skill cap of the synth i was crafting was 91. Regardless of day, time, moon phase, image support or direction i was facing.
