How to get items:

Talk to the moogle. Find an NPC called "Valintione Single" of the same gender as you. Widescan really helps. Talk to them, and recieve chocolate. They will tell you what kind of person they're looking for in a romantic partner. Find another PC with the chocolate of that race, looking for the race of your person. Trade right side chocolates. Trade both left and right sides of chocolate to moogle. Moogle will make a whole chocolate. Trade whole chocolate back to "Valentione Single." Repeat three more times, then talk to moogle for reward.

For Charm Wand: Talk to the "Valentione Singles" in this order: Tarutaru Elvaan Hume Galka/Mithra

For Charm Wand +1: Same as above, but do it twice.

Now I really have proof that the order you recieve/give back the chocolates has no affect on the prizes. It's actually harder than that. When each of the singles gives you a chocolate, they gave you their preferred Race AND what they want in that person(i.e. Cheerful, shy etc.) You need to give them their Race and emotional type to be eligible to recieve a Charm Wand. Do it twice and you can choose the Romance Potion. A third time nets you the Charm Wand+1. Remove the previous order as it is false information.
